Well on the Notes *client*, if you move the OS time forward, the client will also be updated. However, if you move the time backwards, Notes will not follow, as that could cause some real problems with time-based events.
i.e. You would have events that would seem to have happened in the future, such as Replication
I don't know if this also applies to the Server code.
